With an estimated fifty-two inches of rain dumped on Orange County during Hurricane Harvey’s extended stay over Southeast Texas and then the subsequent record level flood crest of the Neches River put Orange County’s Precinct 4 as probably the most heavily damaged area of the entire county.


“Almost all of our drainage goes to the Neches River in Precinct 4 and all of it backed up when the river’s crest gave storm waters nowhere to go,” said Orange County Precinct #4 County Commissioner Jody Crump. “Once the rains stopped there was no exodus for storm water and with them dumping out of the dam up north, that added to the problem.
